Preheat oven and prepare baking dish: Preheat oven to 350°F (175°C). Grease a 9×13-inch baking dish.
Crinkle phyllo dough: Pick up two sheets of phyllo dough at a time and crinkle them into accordion folds. Fit the folded dough into the prepared baking dish. Repeat until all phyllo dough is used, fluffing the folds to ensure even spacing.
First bake: Bake the folded dough for 10 minutes.
Add melted butter: Remove the dough from the oven and drizzle the melted butter evenly over the top. Return to the oven and bake for another 10 minutes.
Prepare custard: While the buttered dough bakes, whisk together the milk, eggs, sugar, vanilla extract, almond extract, and cardamom in a medium bowl (preferably with a pour spout).
Pour custard over dough: Remove the baked dough from the oven and pour the custard evenly over the top.
Second bake: Bake for an additional 30-35 minutes, or until the top is golden brown and the custard is set.
Prepare syrup: During the final baking time, prepare the syrup. Add sugar and water to a small saucepan over medium heat. Whisk often and simmer until the mixture thickens slightly, about 10 minutes. Remove from heat and stir in the vanilla extract.
Drizzle syrup: Drizzle the warm syrup evenly over the baked cake.
Cool and serve: Let the cake cool completely before slicing and serving.
