In a medium bowl, sift together the flour, baking powder, and salt. Set aside.
In a large bowl, beat the butter and sugar together until light and fluffy.
Add the eggs one at a time, beating well after each addition. Mix in the vanilla extract.
Gradually add the flour mixture to the butter mixture, alternating with the milk, beginning and ending with the flour mixture. Mix until just combined.
In a small bowl, mix the cocoa powder and boiling water until smooth. Take about one-third of the cake batter and mix it with the cocoa mixture to create the chocolate batter.
Spoon the vanilla and chocolate batters alternately into the prepared pan. Use a knife or a skewer to gently swirl the batters together to create a marbled effect.
Bake for 50-60 minutes, or until a toothpick inserted into the center comes out clean.
Allow the cake to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
