Preheat your oven to 350°F (175°C). Line a baking sheet with parchment paper.
In a large bowl, cream the butter and sugar together until light and fluffy.
Mix in the vanilla extract.
In a separate bowl, whisk together the flour, custard powder, baking powder, and salt.
Gradually add the dry ingredients to the butter mixture, mixing until just combined.
Roll the dough into small balls and place them on the prepared baking sheet. Flatten each ball slightly with a fork.
Bake for 10-12 minutes, or until the edges are lightly golden. Allow the biscuits to cool on the baking sheet for a few minutes, then transfer to a wire rack to cool completely.
In a large bowl, beat the butter until creamy.
Gradually add the powdered sugar and custard powder, one cup at a time, beating well after each addition.
Mix in the milk and vanilla extract, beating until smooth and fluffy. Adjust the consistency by adding more milk if needed.
Once the biscuits are completely cool, spread a generous layer of custard cream filling on the flat side of one biscuit.
Sandwich with another biscuit, pressing gently to secure.
Repeat with the remaining biscuits and filling.
