In a large bowl, mix together the chopped broccoli, cheese, onion, and garlic.
In another bowl, beat the eggs and add the flour, baking powder, salt, and pepper.
Combine the egg mixture with the broccoli ingredients.
Heat the oil in a large skillet over medium heat.
For each fritter, pour 1/4 cup of the mixture into the hot skillet.
Cook for 3-4 minutes on each side, until golden and crispy.
Remove and drain on paper towels.
Serve hot, accompanied by yogurt sauce or sour cream if desired.
