Savory Baked Potato Casserole with Cheese and Vegetables

Ingredients
For the Base:
3 medium potatoes, peeled and grated
1 onion, finely chopped
1 carrot, grated
2 tbsp olive oil
2-3 tbsp olive oil (for baking)
2 eggs
1 cup (200ml) milk
80g (⅔ cup) flour
Salt, to taste
Ground black pepper, to taste
2 tbsp chopped green onions
For the Topping:
2 tomatoes, sliced
100g (⅔ cup) cheese, grated (cheddar, mozzarella, or your favorite)
Salt, to taste
Fresh parsley, for garnish
